Could you by chance be a bit more verbose about what your idea is?
You can set a package on hold (with dpkg) and it will never be removed,
upgraded or anything OR
do you mean a way to mark a package as "essential" so apt will warn
explicitly about the removal of the package (and doesn't consider the
removal as a good solution in most cases) as apt does already for
packages marked by your distribution as essential OR
do you mean something totally different?
