Looking again on it, the mips buildd had docbook-xsl installed
while it fails to build and have it not installed while building successful.

"Thanks" to the effect the order of listing packages for installation
in apt has the installation of docbook-dsssl results in the
installation of both packages in his dependency or-group.

So in short:
APT seems to depend on it's own bugs to be able to build successfully. :)

I am not really sure why the buildprocess actually needs docbook,
but at least it needs it. We will see if this effects also apt 0.7.25
as the sgml which fails here is intended to be replaced with po4a.

At least we have now something to look at.
