Oh I'm so sorry, when I see pt_something I understand pt_BR ...

Then it is http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=444222 and
the bug mentionned in the file BUGS from the apt source package:

| - there needs to be a list of locales (pt, sv, en) that need both
|  language and country code to get the right file (is in the code in
|  indexfile::LanguageCode(), just a bit ugly

The easiest is certainly to provide / link the Translations files on i18n side
instead of ftp-master one (hence Michael in CC).
