Everything should be available in the bzr repository
which you can get with:
bzr branch http://bzr.debian.org/bzr/apt/debian-sid/

In this branch you can then browse the history with
bzr log -n0 | less
(or something like that)

The first commit in it is:
revno: 1
committer: Arch Librarian <arch@canonical.com>
branch nick: rd
timestamp: Mon 2004-09-20 16:50:36 +0000

(APT went from cvs to arch to bzr [i think], so the first
 few revs are imported rev from "other" vcs's)

You can see that APT has quite a bit of history. :)

Note that older versions (obviously) can't be compiled without
changes on newer build infrastructure like a recent gcc.
