You probably know that no one Debian package will ever install something into /usr/local/bin, so you had installed some version of aria2 from sources or similar. Apt (and dpkg) know nothing about this version of aria2, so you can't blame it. I'm closing this bug. I would advice to do cleanup of your system and just re-install aria2 from official repositories, as it almost always better to have robust system without a mess.
