Bug#407348: locale used by apt as user or root

I remember I had this issue two years ago.

But I did not see it for some time. I do not remember when it changed.

Now I use debian etch.

The issue happened about when I beginned switching from iso-8859-1 to utf-8.

As now I am not able to reproduce it, I suppose it will be closed.
