Bug#465551: apt-get: Doesn't update srcpkgcache.bin if only Sources files were updated

As the subject says: if I do an apt-get update that only downloads Sources 
files and no Packages files, then srcpkgcache.bin doesn't seem to get 
updated.  On the other hand, if an apt-get update only downloads Packages 
files and no Sources files, then both pkgcache.bin and srcpkgcache.bin appear 
to get updated.

This is probably mostly a non-issue, since apt-get source and apt-cache 
showsrc still appear to work correctly with an outdated srcpkgcache.bin, 
though possibly with a performance hit.  I only noticed it because my 
archive-rebuilder pbuildd script checks the timestamp of srcpkgcache.bin to 
see when to reparse the Sources files.
