A binNMU is an NMU (Non-maintainer upload) where no source changes were
necessary: a rebuild of a previously built package.
It takes as long as the build daemons need to build them out of their
build queue plus the amount needed for the build daemon maintainer to
sign and upload the packages to the archive.
