Bug#439024: apt-get: annoying 1000Hz polling (--> powertop)



Hi,

just found that #409872 ("On slow arch apt just wastes cpu while waiting
for dpkg to run") is an earlier report about the same software bloat
(scheduler-disrupting 1ms polling loop).
IOW, I'm not the only one to have noticed this.

I'd actually work on this if it weren't for the fact that I'm not
informed about all the circumstances which came into play when
the current loop implementation was being done.

OTOH, are there any hints on how to implement this in an *efficient*
way (read: fully blocking operation) without (or with minimal) side effects?
