The changelog for apt 0.7.1 says:
     * zh_CN.po: Updated by Eric Pareja  Closes: #416822
     * tl.po: Updated by Eric Pareja   Closes: #416638

However, according to bug #416822, the name of the zh_CN translator is
Kov Chai.  It looks like a mistake and duplicated the tl translator's
name for zh_CN.

APT l10n bugs were....a big mess with tons of them unclosed while the
fix they were containing had been included for a while.

So, closing all of them. We'll try to be more careful in the future...
