Bug#376416: python-apt: pycentral not run in postinst

As per the subject, pycentral is not run in the postinst or prerm. This
renders the 'apt' python package unavailable, as it is installed to
/usr/share/pycentral/python-apt/site-packages/apt but the bytecompiled
.pycs and .py symlinks are not created in the appropriate python
site-packages directories.
The apt_pkg and apt_inst binary extension modules are installed directly
into site-packages, so they are still available.
