Bug#354938: Require more number of versions/packages that apt is capable of.

I have so many repository listed in sources.list, resulting in having more than 65536 package
versions.
When building packages list, it always exit with the following error,

   E: Wow, you exceeded the number of versions this APT is capable of.

This is because apt use 16-bit data to store the version ID, so I request to have more, such as
32-bit data
to store the version ID.
(This change may affect other app, such as, synaptic, to be recompiled)
