Bug#381520: python-apt: TagFileFree() segfaults on amd64

This kills update-manager at startup pretty consistently on amd64.
However, I haven't been able to reproduce it with an unstripped build
yet, so here's the relatively unhelpful stack trace:

Core was generated by `/usr/bin/python2.4 /usr/bin/update-manager'.
