The support for http rate limit is documented in
/usr/share/doc/apt/examples/configuration-index.gz. I guess a entry to
the man-page would be good as well. Patches against the xml file are
very welcome! 

$ apt-get update -o Acquire::http::Dl-Limit=7 

should limit the download rate to 7kb per second. Currently this is
only supported for http, but ftp shouldn't be too hard to add.
