What would that be useful for?
You can't guarantee that whoever uses your repository also has access to
the file at some other repository. And if he has, why shouldn't he use
that repository directly?
Also, you might run into problems when the remote repository gets moved
(so the old URL to the repository doesn't work anymore or updated (so
that the referenced file gets removed).

All in all, my opinion is that this would cause a lot more trouble than
it could possibly save, so I don't think this should be implemented.

However, I'm no maintainer of apt (nor a DD), so I don't really have any
power regarding this, but I felt I should add my view anyhow.
