Bug#317432: tries to parse Release as Packages file

I found that the problem appears when apt-ftparchive 0.6 is used to
create the file and APT 0.5 should parse them. If I use APT 0.6 to
parse, it all works. With APT 0.5 it's more or less reproducible.
If you want to, I can try to provide more details.
