when apt grants Release file information?



Dear Apt Team,

I'm sorry to bother but I couldn't find answer to my question anywhere,
so I've decided to ask you.

To make story short: I apt-src-ed some of the packages with patches I
need, then I install them into local repository which resides as another
component in debian mirror:
deb file:/net/debmirror/share/debmirror/debian/ sid main contrib non-free rumba

I placed Release file into 
debian/dists/unstable/rumba/binary-i386
which contains:
Components: rumba
Date: Tue, 05 Apr 2005 15:50:43 UTC
Description: Packages packaged/compiled at RUMBA Labs
Label: rumbarep
Origin: rumba
Suite: unstable

now when I try to pin package in /etc/apt/preferences like
Package: sip4
Pin: release l=rumbarep
Pin-Priority: 1001

it doesn't do any good:
root@ravana[2] /etc/cfengine/files>strace -fF -o /tmp/11 apt-get -V install --reinstall --print-uris sip4

0 upgraded, 0 newly installed, 1 reinstalled, 0 to remove and 134 not

in the strace file -- there is no line about reading Release files
for repositories... so when does it really grants all Release files
information???
