Bug#278657: apt: Bug (?) on order for selecting candidate packages

Why is that better than using the standard Debian infrastructure? That
approach if someone mixes Ubuntu and Debian packages and uses the Debian
reportbug or bug tools.

I highly disagree with that. Debian has had an excellent infrastructure
to solve this problem for a few years now, working around that sounds
silly.
