Bug#189866: allow '#' comments in /etc/apt/preferences

Hi,
I am voting +1 for this feature :)
'#' comments are pretty much standard for files in /etc/apt/.
I even had a segfault after putting '#' in front of every line
in /etc/apt/preferences. I am trying to reproduce this with a debug
run though before filing a separate report.
