dist-upgrade doesn't upgrade anything, but wants to install new packages and remove some old ones nevertheless

Both dist upgrades I've done eventually do this for one reason or another.

However, a message is given that you need to continue with
?? dpkg -a ... ???  Here's a snippet from my .bash_history

apt-get -f remove xbill xvier
apt-get -f -u dist-upgrade
dpkg --configure -a
apt-get -f -u dist-upgrade

At some point "dpkg --configure -a" stopped working and I had to fix things, I had to resolve the held packages to continue the upgrade.

Eventually, for the held back packages I had to fix that too.

Anyway, maybe directions for handing the predictable stopping points when using dist-upgrade and the predictable way to continue more smoothly should be in APT-HOWTO. I dont' see it being there now.

Need to get 0B/2913kB of archives. After unpacking 5493kB will be used.

(I guess this is related to an earlier bug I filed, where apt wants to
install held packages' newer versions' dependencies, but I haven't seen it
want to remove any package for this purpose yet.)
