Bug#257747: Let 'I' (InstallSingle) pull in required upgrades

Ok, sorry for being so stubborn; I was sure that this was a simple,
reproducible problem, but perhaps it is more subtle.  Anyhow, I guess it
will have to go on hold until I or someone else gets a chance to dig
deeper.
