Bug#244293: apt: Please support DEB_BUILD_OPTIONS=noopt

apt is built with the -O2 flag even if the environment variable
DEB_BUILD_OPTIONS contains the string "noopt". Policy section 10.1
recommends (but does not require) building with minimum optimizations.
I think this should be achieved in this case by adding -O0 to the gcc
command line.

In certain cases this would make debugging a lot easier, both for
binaries from the apt package and programs using the libraries from
the apt package.
