Bug#242413: dist-upgrade chooses to remove rather than hold back

This is on ia64 as of right now:

gnumeric is already the newest version.

I have 1.2.8-4 of both gnumeric and gnumeric-common installed
currently.  So why does apt try to remove gnumeric rather than hold
back gnumeric-common?
