The FHS uses these terms unambiguously; "file" refers to files, and
"directory" to directory.  "file (and|or) directory" is used to denote cases
which apply to both.  The implementation of these concepts is specific to
the filesystem in use, and beyond the scope of FHS.

I do not think this is necessary or particularly useful.  What is your
rationale?  The FHS guidelines allow you to free disk space by deleting
files there, but you gain almost nothing from removing the directories.
