Hi.

rm -rf /var/cache/* should not result in any problems per FHS.  apt-get,
however, can't recover gracefully, and stops working after the fact.  The apt
directories under /var/cache must be re-created by hand, then everything is ok
again.

If you read the FHS more closely, you see that it only refers to the
deletion of _files_ under /var/cache, not directories.  You should be able
to safely delete any and all files, but the directories should remain.
