Bug#241666: Outdated reference to user guide in man apt-get

The apt-get manual page includes the following lines:

>       /usr/share/doc/apt/, apt_preferences(5), the APT Howto.

This information is somewhat misleading, presumeably outdated. Firstly, the APT User's guide resides in /usr/share/doc/apt-doc/, and secondly, it does so only after installation of the apt-doc package.
