Bug#285160: apt-get --reinstall produces dependency loops

There are certain combinations of packages that apt-get seems unable to
reinstall.  It can do them in separate operations, in either order, but
try to reinstall them together, and...

apt-get install --reinstall debianutils coreutils

This is extremely annoying when reinstalling a long list of packages.
