Bug#283772: apt: Warn when (new) sources have no packages list

The following is a common user error.
1. Update /etc/apt/sources.list with a spiffy new source
2. apt-get install a package which is available from the new source
3. Receive an unhelpful error message about the package being unavailable
4. Post to a newsgroup or forum asking why the heck not
If #3 could instead print a warning about a source being listed in
/etc/apt/sources.list but not having any corresponding files in
/var/lib/apt/lists, with a hint that "apt-get update" might help,
perhaps #4 could be avoided.
Better yet, provide an option to perform required updates on the fly
(or rather, make it the default, and provide an option to turn off
this feature).
