Bug#233685: The apt package description does not show apt's dependence on dpkg

When getting apt-get to run on a RedHat system,
I noticed that the package description for apt
does not mention it's dependence on dpkg,
yet apt-get will try to run /usr/bin/dpkg under
some conditions:

See error message below:
