I have the same wish as is #213551.
I tested xdelta for creating such diffs. I divided deb package to
data.tar.gz and control.tar.gz and then created patchs by commands like:
xdelta delta -9 oldversion/data.tar.gz newversion/data.tar.gz
PatchFromOldToNew

and resulting patch was about 35 - 75 % smaller then newversion/data.tar.=
gz
(I get similar result for control.tar.gz). I tested only 4 package pairs,
but perhaps these results are interesting for developers.

I am using Debian SID, kernel 2.4.22

Then why did you file a separate bug?  You can comment on an existing bug by
sending mail to, e.g., 213551@bugs.debian.org.
