Frequently I use apt-get --download-only install package_blah to easily
download a package, even if I'm not intending to install it (or I want to do
something strange to it before installing it, or a number of other
reasons...). However, although this is very useful, --download-only does not
say where it has downloaded to. It would be helpful if it did --- I normally
forget and have to go hunting for the package(s). This location should
really be in the man page, at least. Even better (though not absolutely
necessary) would be if the location for download could be user-customizable.

man apt-get addresses both your points already:
/var/cache/apt/archives/
storage area for retrieved package files. Configuration Item:
Dir::Cache::Archives.
