Bug#222639: apt: Cache-Limit influences Release processing, without notice on failure

With the attached sources.list and apt.conf (sorry, many internal
mirrors), the (manually added to the local mirror) Release file from
backports.org Release file gets ignored, as shown:

# apt-cache policy |grep -A2 mozilla
 500 http://debian-mirror.alcove-fr woody/mozilla Packages
     origin debian-mirror.alcove-fr
Pinned Packages:


If the Cache-Limit is raised from 10M to 100M, and the cache rebuilt,
then:

# apt-cache policy |grep -A2 mozilla
 500 http://debian-mirror.alcove-fr woody/mozilla Packages
     release o=backports.org,a=mozilla,l=mozilla,c=main
     origin debian-mirror.alcove-fr
Pinned Packages:


-> an error should be signaled on cache updating, or people will loose
time hunting for this - especially since all the caching done by apt
constantly goes in the way
