Bug#219743: apt-get ignores --no-upgrade option

I tried to install libti68k-dev libticables3-dev and libticalcs3-dev
with:
apt-get --no-upgrade install libti68k-dev libticables3-dev libticalcs3-dev
and there's result:

apt-get simply ignores my request to not upgrade fileutils.
