Bug#199708: apt: uniform units when quering user

Wish the user could customize the units shown in
"Need to get 2854kB of archives. After unpacking 7166kB will be used."
Sometimes it's bytes, sometimes kB etc. Hard on the eyes to keep
track. Allow the user in apt.conf to give a printf style format
string, so that he could have "2,854,454 bytes" if he wanted.
