Bug#177160: apt-get build-dep doesn't download correct svgalib on i386

Do you still experience this bug with apt 0.5.5.1?  I cannot easily
reproduce it because I experience bug #126938 with zlib1g-dev.

There were some fixes made involving handling of Protected packages.
