The available file is actually created by dpkg based on data from
apt-cache dumpavail. apt-cache dumpavail does a direct byte for byte copy
of portions of the files in var/lib/apt/lists so it isn't going to be
mangling only the architecture field.
IIRC there was a bug in older dpkg's that went something like this..
