Bug#194614: apt: [i18n] please use rpmatch in YnPrompt()

apt uses a home grown function to check for yes/no answers in
cmdline/apt-get.cc.  This works pretty well except it doesn't work
like other programs.  When using the german translation I have to
answer [J/n], and only "J" means Yes.  Other programs accept both "J"
and "Y" for Yes, which is pretty convenient for me.

If you use rpmatch(3) the locale is used and in the german locale both
"J" and "Y" are allowed for yes, see the glibc documentation for
details.

Beside that I like the i18n-ed apt.
