for the record,

/etc/apt/apt.conf doesn't exist by default

the man pages document the settings

Acquire::http::pipeline-depth 0;             NO pipeline
                              1 ... 5        pipeline depth

I belive you drop "Acquire::http::pipeline-depth 1;" in /etc/apt/apt.conf
(or maybe 0?)

If this is to work around a broken server or http proxy be sure to
complain to whoever wrote it as well :>
