Bug#193674: cannot handle virtual packages when printing out suggests/recommends

Hi,

$ LANG="C" sudo apt-get install flex-old

Recommended packages:
  c-compiler

0 packages upgraded, 1 newly installed, 1 to remove and 1 not upgraded.

The Recommended packages: is a far as I see only displayed if the packages
aren't installed yet.

c-compiler is installed on my system though gcc-3.2 which it provides.

So it seems that this routine cannot get the right infos for virtual
packages when the package just Recommends: virtual package and does not do
Recommends: foo | virtual package; that works in one case I tested.
