Package: apt Version: 0.5.4 Subject says it all. If apt-list-bugs is installed, apt-get will invoke apt-list-bugs before installing the package to see if there is no severe bug in the package and, if there is a bug, ask the user wether (s)he is sure to proceed installing. However, it does so AFTER downloading the package. Wouldn't it be better to only download the package when the user has given his fiat on the installation?
