What is a protected package or why doesn't apt-get build-dep work?

Hello list,

I am having trouble with the build-dep function of apt-get.  For some
reason it does not download the correct dependancy for svgalib on i386
(ie. it downloads svgalib-dummyg1 instead of svgalibg1-dev).  Here is
the Build-Dep excerpt from the debian/control file of fceu:

Build-Depends: debhelper (>> 3.0.0), patch, libz-dev, svgalibg1-dev | svgalib-dummyg1, libsdl-dev

When I run `apt-get build-dep fceu` with Debug::pkgProblemResolver enabled
on an i386 in an unstable chroot, this is what I get:

Note, selecting zlib1g-dev instead of libz-dev
Note, selecting libsdl1.2-dev instead of libsdl-dev
