Description:
I have a strange behavior when I start using APT::Default-Release. It
suddenly whats to install packages while the apt-get upgrade process. But
it should not install any since the release hasn't changed because default
is still "testing".
My /etc/apt/sources.list before using APT::Default-Release:

I have the same effect on another machine where samba is installed with
samba and samba-common.
I think what happend is that it wants to install unstable php4 for some
reason.
I already asked on the debian-user list. George (in CC) tried to tune apt
with /etc/apt/preferences. Using -1 as pin-prio for unstable, but that
didn't help either.

It's a feature with alot of subtle side effects designed to accomidate the
way most people use debian. If you want something different you really do
have to spend more time editing the preferences file.
Primarly, I suspect that each of you installed a newer version of
php4/samba/whatever that what is in testing, APT naturally tries to follow
this and continues to use the non-testing version.
You can check this yourself by using the apt-cache policy function.
'apt-cache policy' will help you verify that your sources have the right
priorities and 'apt-cache policy php4' will help you understand why a
particular version has been selected over another (hint: Essentially the
one with the highest listed source priority starting from the line with
the ***'s and going up in the list.)
It isn't a bug unless the apt-cache policy output shows behavior that is
inconsistant with the documentation, and I wager strongly that it does
not in either of your cases..
