Bug#174931: apt: apt-get source won't fallback to second server

My sources.list includes a server that is fast, but only available at
my work.  When at home, if I try to do an 'apt-get source' for a
package, it fails on the missing server, but won't try from one of the
other valid servers.  apt-get install behaves as expected.
