So apt-get consideres switching from 0.3a+20030324-1 to 0.3a-1 as an
UPGRADE, although for dpkg it would be a DOWNGRADE

And no, I don't set any apt pinning preferences,
but my available packages comes from two sources:
- a woody CDs (unfortunatelly labeled as "unstable" in Release files)
- current sid mirror
