Bug#197828: apt: uses all of cpu waiting for disk

When I used xargs, apt pegged my CPU meter to the max when waiting for
the disk
# xargs <i apt-get install

Building Dependency Tree... Done

0 packages upgraded, 6 newly installed, 0 to remove and 841 not upgraded.
Need to get 310kB of archives. After unpacking 1110kB will be used.

However without xargs, the CPU was peaceful
# set `cat i`
# apt-get install $@
