Bug#183390: apt-get source doesn't check if package dpkg-dev is installed

Version: 0.5.4

apt-get source doesn't check if the package dpkg-dev is installed, prior
to running dpkg-source. Should be simple to fix.
Here is a transcript:

The system is running Debian GNU/Linux 3.0 (woody) with latest updates,
and without package dpkg-dev installed.
