Bug#95427: apt: It Would Be Nice if apt could downgrade from the command line



Downgrading works fine on a per-package basis using the 'package=version'
syntax.

mizar:[/tmp] dpkg -l hello
Desired=Unknown/Install/Remove/Purge/Hold
