Bug#147611: apt_preferences(5) has overlaped boundary for preferences

Problem: unclear boundary condition of apt_preferences(5) manual page
Action requested: update document

Manual page states:

       1000 and up
              Downgradable priorities

       1000   The downgrade prevention barrier

       100 to 1000
              Standard priorities. 990 is the priority set
              by  the --target-release  apt-get(8) option.
              989 is the start for auto priorities and 500
              are all the default package files.

       100    The currently installed version

       0 to 100
              Non  automatic  priorities.  These  are only
              used if the package  is  not  installed  and
              there is no other version available.

       less than 0
              The version is never selected.

100 and 1000 are listed in more than two ranges.  This is confusing.
Following makes it more understandable
------------------------------x8
       1001 and up
              Downgradable priorities

       1000   The downgrade prevention barrier

       101 to 1000
              Standard priorities. 990 is the priority set
              by  the --target-release  apt-get(8) option.
              989 is the start for auto priorities and 500
              are all the default package files.

       100    The currently installed version
              If chosen, newer version installed ???? clarify

       0 to 99
              Non  automatic  priorities.  These  are only
              used if the package  is  not  installed  and
              there is no other version available.

       less than 0
              The version is never selected.

I may be wrong at description but intent shall be clear.
