Bug#168479: apt-get -s should not lock when not root

bash-2.05b$ LD_LIBRARY_PATH=build/bin build/bin/apt-get -s upgrade
E: Could not open lock file /var/lib/dpkg/lock - open (13 Permission denied)
E: Unable to lock the administration directory (/var/lib/dpkg/), are you root?

Of course I'm not root.  But -s just simulates, and doesn't modify the system,
so root isn't required.
