empty status



I've wondered about this for a while.  Is there a reason that apt-get
chokes when the status file doesn't exist?  If, for some reason, I
delete the status file then I must create an empty file before apt-get
will run properly.  Is there a reason it doesn't just make a new file
when none exists?
